最近北京召開「兩會」，有高層官員稱，正探討香港可否把垃圾送往內地集中處理。首先要談的是，官員稱的「垃圾」，其實指的是什麼呢？京、滬、穗、深等大型城市已實行強制垃圾分類多年，在這些城市，垃圾須分成廚餘垃圾、可回收物、有害垃圾和其他垃圾四類，當中當然也包括了市民常常回收的紙料、金屬、塑膠、廢舊電器等等。垃圾應否運到內地處理的討論，早在去年年中出現，當時環境及生態局局長也強調，與內地探討「無廢灣區」，意思是討論跨境回收，而非把香港的垃圾直接送到內地焚燒或棄置。
The Hong Kong government recently released details about the producer responsibility scheme for single-use plastic drink containers and sought approval for a common legislative framework for the efficient management of different products. While I fully support the framework, I am disappointed by the weakness of the proposal compared to the one released in 2021.
政府最近表示將會就膠樽和紙包盒生產者責任計劃立法，期望年內完成立法。生產者責任計劃的細節繁瑣，令人難以快速掌握。不如回歸本質，從字面拆解其意義：生產者、責任、計劃。這看似簡單，實則不然，讓我為大家逐一說明。
The Producer Responsibility Scheme for beverage plastic bottles and paper beverage boxes will be discussed by the Legislative Council's Panel on Environmental Affairs on February 24. Documents uploaded by the committee today (February 18) indicate that the scheme does not set a specific implementation date. Several environmental groups agree that although the government should legislate on a common legal framework for the Producer Responsibility Scheme, the documents mention no specific date of implementation, and the recycling targets are too weak. We reiterate that the government must promptly implement an effective Producer Responsibility Scheme for plastic beverage containers and beverage cartons to minimize beverage container waste.

The good news of less waste generated is tempered by the lack of clarity on plastic waste statistics and officials’ mistaken faith in incineration as a solution.
